Report from California

After taking away parent vaccine exemptions (for personal belief objections) in 2016, the pharmaceutical industry and the AAP (through Senator Richard Pan) is now back trying to eliminate medical exemptions.

Doctor Groups Speak Out to Help At-Risk Kids Keep Medical Exemptions:
Sacramento, California State Capitol:  Physicians for Informed Consent (PIC) members Dr. Edmond Sarraf (pediatrics), Dr. Shira Miller (internal medicine), Dr. Melanie Gisler (family medicine), Dr. Lionel Lee (emergency medicine), and Dr. Charles Penick (family medicine) speak out to help children at-risk of vaccine injuries keep their medical exemptions. PIC educational materials were delivered to all 120 legislators, prior to the Senate Committee on Health hearing on April 24, 2019.  Watch Video: https://www.youtube.com/watch?v=THtM6z1Tx_Q

Physician Groups Who Opposed the Measure SB276 are:
Physicians for Informed Consent (PIC)
Physicians’ Association for Anthroposophic Medicine (PAAM)
Association of American Physicians and Surgeons (AAPS)
See their position papers to California Legislators here.

April 13, 2019: China is planning new laws that would allow people to sue drug makers for punitive damages in cases of death or serious illness caused by faulty vaccines. The draft Vaccine Management Law, posted online for public consultation on Sunday night, follows the country’s largest vaccine safety scandal earlier this year. The State Administration for Market Regulation said past scandals have exposed numerous flaws in supervision and in vaccine production and distribution. The US should consider making pharmaceutical companies liable again.

March 18, 2019:  HPV Vaccine Mandate Ill-Advised, States Association of American Physicians and Surgeons (AAPS). Connecticut is considering legislation to end the religious exemption for mandated vaccines and to mandate human papillomavirus (HPV) vaccines for pre-teens, reports the Association of American Physicians and Surgeons (AAPS). There is a nationwide push to require this vaccine. Rhode Island, Virginia, and District of Columbia currently require it for school attendance. Vermont should oppose all mandated vaccination policies that do not provide for full informed consent, and protect consumers rights to refuse.

  • Update March 16, 2019: There are six vaccine bills introduced in Vermont. In a letter to Congress, the Vermont Government has called for censorship of vaccine “misinformation.” We need all concerned citizens to respond. See action alerts page. We got wind that the industry was originally planning a press conference on March 14, 2019 to call for an end to the religious vaccine exemption. They backed off. The House Healthcare committee has now introduced H524 (individual mandate) which contains language allowing a tax on anyone refusing the mandatory product purchase unless they have a ‘bonafide religion’ as specified in 26 U.S.C. § 1402(g)(1). In this case the bill is about insurance – but you can see easily how it will translate into vaccine policy in the future. We call this “taxing the refusers“.
  • Update February 7, 2019: Just days ago, we learned of a Government Operations bill written by the Office of Professional Regulation that aimed to “redline” homeopathy from Naturopathic medical practice. None of the N.D.’s that we spoke with knew about the bill – they had not been consulted on this change. So, we mobilized concerned citizens, and on Feb. 7, 2019 the committee voted to remove Section 20 of H.104 which contained the bad language. The Vermont Office of Professional Regulation (OPR) held a meeting. Dr. Bernie Noe was the only Naturopath to attend in person, with Dr. Sam Russo joining by phone. Two private citizens were also there witnessing. The two lawyers for OPR (Gabe and Lauren) made all sorts of excuses and although they never fully addressed Gabe’s email they did commit to work with the Naturopath Advisory Appointees on any changes to Naturopaths scope of practice. We are not yet sure if there will be additional need or opportunity for further public comment. Vermont is often a “test state” for legislation, so we suggest that other states be on the lookout for similar bad bills. Stay tuned.
